There are days when you read another headline involving the RCMP and your first reaction is simply:
WITAF is going on with the RCMP?
Another day. Another senior member. Another abuse of authority allegation. Another court decision that raises uncomfortable questions about culture, accountability, and public trust.
This week, the Federal Court of Appeal dismissed an appeal brought by former RCMP Sgt. William Turner. Turner had challenged an RCMP conduct decision that found he engaged in discreditable conduct after a coercive sexual relationship with a jail guard under his supervision. According to the disciplinary findings summarized in media reports, the conduct board concluded that he used his position of authority to obtain consent and ordered that he resign or be dismissed from the RCMP. The courts have now upheld those disciplinary findings.
I wonder if this disgrace is related to another disgrace Brett Turner who was my nemesis RCMP.
Let’s be clear about something.
This is not a criminal conviction. Turner was arrested but was never criminally charged. The court ruling relates to the RCMP’s internal disciplinary process and whether that misconduct finding should stand—not whether he committed a criminal offence.
But that distinction doesn’t make the story any less disturbing.
If the RCMP’s own conduct process concluded that a senior officer abused the power imbalance inherent in his position, then Canadians are entitled to ask how that happened inside one of the country’s premier law enforcement agencies.
Even more importantly:
How many similar situations never come to light?
For years we’ve heard about workplace harassment, sexual misconduct, abuse of authority, toxic leadership, retaliation against whistleblowers, and institutional failures inside the RCMP.
Every time another story breaks, we’re told it’s an isolated incident.
At what point do isolated incidents become evidence of a systemic problem?
As someone who has spent years dealing with the RCMP in my own matters, I find these stories impossible to ignore. Public confidence isn’t eroded by one headline—it is eroded by the accumulation of headlines that keep pointing in the same direction.
The public expects police officers to exercise enormous authority responsibly. They investigate crimes, arrest citizens, carry firearms, obtain warrants, and make life-altering decisions every day.
With that authority comes an equally enormous obligation to maintain the highest ethical standards.
When those standards fail, accountability must be more than internal paperwork or years of appeals. It has to restore public confidence.
Because confidence, once lost, is incredibly difficult to rebuild.
The RCMP has many dedicated members who serve honourably every day. They deserve an organization whose leadership and culture consistently reinforce professionalism and integrity—not one that repeatedly finds itself explaining another misconduct case.
Canadians should not have to wonder whether another headline is just around the corner.
Unfortunately, lately, that’s exactly where we seem to be.
